This PR contains the work done to setup this project to start work.

To provide further information about the what was done:

  • Amended the platforms, products, dependencies and targets of the Package.swift file;
  • Added the DocC documentation catalog into the library target;
  • Added the Apache v2.0 license;
  • Added CONTRIBUTORS, NOTICE, and README.md files.
